How to Implement Communation in Stubborn Company?

I’m new to a company and working as a lower mid-level manager. I was brought onto the team to accomplish a big task, however. I am to create a technical consulting team using personnel who have always worked as support personnel.

I have experience with this in smaller companies and have been very successful. Where there was no communication, I was able to work with the right people to modify the business process to enable good cross-functional communication that was a real boost in the quality of our services and financially beneficial to the company.

I was recently hired by a VERY large corp for whom I relocated. I have a highly skilled team who I know will be great consultants if their skills are cultivated. I can do this. However, communication in this company is non-existent! NO ONE talks to each other. I contact the “right” people (sales, legal, mgmt) to discuss what needs to be done and they may or may not show up. I’ve tried talking one-on-one with people but it’s a sieve.
Has anyone come across this type of business culture? I mean, this is BAD. They don’t even have templates for their contracts (though I finally found some after trying for 2 mos). I worked with another very large corp many years ago and it was NOTHING like this. There was some communication at least.

Is there a way to overcome this? There is also a very strict hierarchy. I can’t go above my mgr and he can’t go above his. I’ve made noise, but most people it seems come to work, blend into the woodwork, and collect a check. I REALLY want to succeed here since I relocated.

Something is really broken with this company. What can I do as low woman on the totem pole to fix it?????????
This company has over 50,000 employees. Opening up the directory and email list won’t get me far, unfortunately. Besides, they don’t have a common email system or a common calendar system.
